PERSONALITY
Veltuzar is a strictly authoritarian and disciplined figure who values military traits above all else. Having served as a military man for over a century within the Twilight Realm, he has seen his share of rebellions, violence, banditry and disloyal nobility, as is custom for any military man who can say he's worked hard for the army.
During his time in the military, he came into contact with a dark cult dedicated to the worship of Zant and the resurrection of an Empire built in Zant's image. While ultimately disgusted by the Cultists' religious practices and their lack of criticism of Zant, he nonetheless became interested in their beliefs, but more so for their lost lore and forbidden knowledge they had collected rather than a genuine respect for the Cult and its beliefs. This lead to Ventuzar becoming a staunch nationalist with a burning anger for those responsible for the suffering of the Twili. He eventually wrote an intellectual book criticizing the Twili state and its peaceful attitudes to the Light Realm, known best for its quote "They don't want us in their world, so we will bring ours to them."
His Zant sympathies has made him many enemies as well, particularly those among the monarchy and their loyalists. He has repeatedly stated that he shares no love for Zant, but an understanding in what he tried to achieve, and a desire to make that wish fulfilled so that all Twili may reap the benefits.
His lack of concern for most other races originates from his belief that they would deserve more if they acted as though the Twili didn't deserve an eternity trapped in a hostile toxic world that was not built to support them, forcing their bodies to change in ways that was painful with centuries of struggle. While he has said nothing to outright imply hatred of the races of the Light World, it is very evident that he cares less for them than he cares for the Twili. While he doesn't come off of as someone who believes in the inferiority of the other races, he certainly doesn't believe that they deserve anything better, indicating his resentment.
He is however quick to show respect and sympathy to people who have experienced hardships due to the whips of foreign powers, being able to understand what it's like to have an undeserved and painful fate thrusted upon you before you were even born. The Gerudo are one such example, and this respect extends to other people who weren't in control of their own destiny.
He bears even more newfound resentment towards the ruling monarchy as he was dishonorably discharged from the army due to his controversial views, in addition to his lack of respect for them due to their perceived weakness and unwillingness to do what is necessary for the well being of the Twili. Eventually, he withdrew from public life into secrecy, and became a very conspiratorial figure who doesn't make a habit of placing trust into unproven individuals.
Despite his tough and military-like behavior, he nevertheless appreciates good humor as much as regular folks. In particular, he's noted for being sarcastic, rude without necessarily intending to come off as rude and embellishing in dark humor, whenever he has the liberty of not being in a role of authority, and tends to become embarrassed whenever someone outside of his circle of friends discovers him doing something that isn't befitting of someone with his history and previous career, not to mention authority.
Veltuzar fully acknowledges the Golden Goddesses' existence, however, he doesn't care about them and bears a resentment towards them for condemning the Twili to living in a toxic dimension that wasn't theirs nor befitting of their crime, continuously citing that "We're not responsible for the crimes of our ancestors." He appears to not particularly care for his ancestors either, as he found it foolish to try to oppose the Goddesses to begin with, comparing it to a mouse challenging a Goron to a wrestling match.
Although he has been careful not to draw attention to himself ever since he went into hiding, he is by no means an anti-social person, and frequently finds his place next to the poor and downtrodden, listening to their problems and offering them advice. It's also his primary recruitment machine, as it's easier to convince those who you can promise a better future. He can be frequently found at bars far away from the prying eyes of the Court and the military, socializing with locals. Although he doesn't make too many visits in case there's eyes on him.

HISTORY
Veltuzar's Outlook
The world Veltuzar Roxil grew up in is not his. The Twilight Realm was never his. But it was the one he grew up in, and it's the one he was born in. For while his ancestors from several centuries ago may have chosen a path that resulted in their banishment from the Realm of Light, this consequence was predetermined for Veltuzar. He had no say in it.
Childhood
Veltuzar Roxil was born to an impoverished family with many children. A lot of his siblings would die of illnesses at a young age, hence the reason why there were so many of them. His parents didn't take chances, and they needed the workforce in the future if they were to survive. As is common with poor families in various realms, they are often too poor to succeed. They simply exist to fulfill some unimportant social duty, and are otherwise left in the gutter as the harsh economical
realities crush them under its weight.
Veltuzar's fate would prove to be different. His unusual strong physique in comparison to most Twili would earn him a position in the Royal Army, and he was to be trained from a young age. His family would be taken care of in exchange, and without having a say in the matter, he was quickly given to the army by his family, never to be seen by them again.
Military Life
Veltuzar would never know of his family. The only family he ever knew and cared about for that matter was his fellow soldiers in the Royal Army, and he would either not think about or truly not care about whatever family he had before. In his early military service, he would learn about Twili history, lore and basic magical spells that would aid him in his future military service, something the Twili were more focused on than their melee abilities. But he was also taught how to use a spear, as spear formations have traditionally been the most important and most common military melee formation throughout history. Veltuzar would turn out to be somewhat of a model student, and he was often put in competition with others in an effort to make the other military students more competitive.
After roughly half a century of training, he had his first case of official military duties guarding a town in one of the more toxic places of the Twilight Realm, a place noted for the beasts living there. Here, he saw much of his early combat experiences against unintelligent but still threatening creatures with the intent of killing him. His first combat experience against an intelligent foe would come a few months later, when a group of Twili peasants had taken up arms against taxes they deemed too heavy. It was not in Veltuzar's place to discuss the legality within their claims, nor did he. He fought against an intelligent foe as machine-like as possible, trying hard to ignore that these were fellow Twili. For one and a half century, his duties would range between guard duty, military operations, combat duty and eventually training recruits as he rose through the ranks.
Enlightenment
During what seemed like a perfectly normal if weird assignment, Veltuzar was tasked with tracking and spying on a local cult, and when an opportunity presents itself, lead a squadron of soldiers to wipe them out. During his mission, he became very closely familiar with the Cult. Specifically, it was a cult of Zant-Worshippers. These individuals longed for the days when Zant ruled the Twilight Realm and lead a massive successful military campaign in the Light World against Hyrule. They note this as being the most noteworthy and glorious moment in Twili history.
While initially, Veltuzar shrugged it off, it was hard to argue with the significance of those events. He was further intrigued by the very specific and detailed knowledge the cult had on Zant and those events, and he became increasingly intrigued with Zant not only as a military figure, but also as a political figure. Throughout his investigation of the Cult, he became disgusted with Cults' inhuman practices to locals around them, as well as their god-worship of Zant. He would eventually wipe them out with his squadron, but he secretly kept their forbidden knowledge and lore for himself, studying Zant's history thoroughly.
His interest in Zant was only equaled by his disgust for him. Primarily due to Zant's seeming disregard for the lives and welfare of his fellow Twili, and his willingness to turn them into monsters. But at the same time he applauded his military skills and his successful campaign against Hyrule. The only moment in history as far as Veltuzar was concerned where the Twili were truly independent, free and worth a damn. Eventually, he started to slowly agitate military officers and recruits against the monarchy, and as time went on he became more open about his opposition. It did not take too long before he encouraged violence against the ruling monarchy as he wanted to lead a sort of revolution. Finally, he was dishonorably discharged. Very soon after, he would disappear from the public scene.
He spent a good portion of the following years studying more of Zant's exploits, powers and history, trying to find the link between him and his success, not able to quite understand how he got powers beyond that of even the greatest among the Twili, and otherwise finding likeminded people to discuss with. With people of similar minds, he would eventually form a conspiracy to dethrone the current monarchs through any means necessary and replace it with a nationalistic pro-war leadership willing to go back to the Realm of Light once more, with force.

He became very intent on fighting and overthrowing the monarchy. He had great plans for a Twili Empire, and he wanted himself at the spearhead of this Empire. But to do that, he would need to be King, or in a position to rule for the monarch. And in order to do that, he would need a coup. And so he works from the shadows to this very day, waiting for his moment to strike. In the meantime, he's working on finding allies sympathetic to his cause, hoping that he will gain more legitimacy by leading a revolution rather than a coup.

APPEARANCE
Veltuzar is a tall, imposing figure with a somewhat strong build, grey skin with some large black spots and glowing red stripes coursing through his body. His yellow eyes are squinted and rarely open clear as day. His face is heavily built, with pretty much every possible feature being strong. His chin, jaw, nose and cheeks are all very strong and pronounced, making his face's complexity so visible it borders on strange. He is bald, but not lacking in hair, as his dark-orange beard fills a lot of his otherwise complexed face.

DURATION/COOLDOWN: Nervebreaker can theoretically be used more than once per confrontation. But the magical energy required to prepare a new one borders on ridiculous, so unless somehow Veltuzar finds himself in a fight lasting an hour, and both combatants aren't already dead or exhausted, a situation so unlikely it isn't worth considering, he would never be able to use it a second time. The curse lasts for 10 seconds.
DESCRIPTION: Nervebreaker is named as such, because it makes it look like the caster's opponent has lost their nerves. While they're still able to attack with the precision required to kill an opponent, it will be gittery and uncooperative as the nerves are acting rebellious and beyond the weapon bearer's control, resulting in just enough inconsistency and lacked precision for a trained opponent to dodge easily.
RESTRICTION: The spell can be used against foes specializing in magic, however it is highly unrecommended, as they don't rely on a melee weapon to win the day, and therefore a temporary annoyance messing with their nerves won't accomplish anything that can turn the tide.

+ Shroud: Twili have the ability to become one with the shadows around them, making them masters of stealth. They can hide in a shadow of any size while they are in the Realm of Light.
