This letter comes to you with the offer of a trade, and an alliance. Should you, and you alone come to deal with me; and we resolve the matter of the Zora alliance with His Majesty Eleazar of Hyrule, then we shall give you the knowledge of the Leviathan in exchange for your hand in marriage to Eleazar. I await your response, and your presence in Hyrule Field near a sharp bend in the river a fortnight from now.

High Mage of King Eleazar of Hyrule
Circe stood patiently, despite her distaste for water the sound of it rolling over the rocks in the small river near where she stood was particularly calming. That, and the wind that whistled quietly through the valley, allowing her to listen and hear for approaching feet. Her letter had specified that Cetus come alone, not that she had expected the princess to listen to that. Circe herself was alone, she was more than capable of defending herself. At least for the time being.
The plan was simple, she supposed. Bring Cetus here, with promises of an alliance and a trade for the Zora's precious legendary beast. Not that they wouldn't give her the Leviathan. But they were by no means letting her walk away freely with the thing. Circe had plans, whether or not Eleazar realized the extent of them himself was another thing. This Leviathan was the key to her plans against the Zora as much as Eleazar seemed to think he needed it himself. In the end it didn't matter, they'd have Cetus and the creature, the details could be worked out at a later date.
So here she stood, visibly alone though she spared a glance in the direction of hidden forces needed to take Cetus in alive. They had instructions not to move until she acted, lest they scare the princess off.

No royalty who valued their life would ever meet a diplomat from an opposing side alone, and the Zora Council knew that this envoy of Eleazar was aware of that. Several days of debate were fought, arguing whether the princess should comply to the requests of this foreign power, but ultimately it was decided that the Leviathan would be too valuable of an asset to give up, for legends spoke of its healing powers. So, placing her queen regent in duty, Cetus left upriver to Castle Town, her guard in tow. Others called her actions desperation, but in her mind, it was destiny pulling her in the direction she needed to be taken. The daughter of Nayru was too precious.
It was one of her guard who spotted the witch, standing along the river, and they went to advance, but Cetus held a hand out, halting them.
"She is alone. Let me handle this."
She emerged from the water, eyes on this foreign Zora, and slowly approached her, the hand holding her trident in a vice grip. Still, she planted it before her, and stepped forward from it, hands open to show he meant no hostility. There was a silence as she looked over the High Mage, before bowing to her.
"You must be the High Mage of Eleazar's court, it is an honor. I apologize for not coming alone, but my council was insistent my guard accompany me. They are... Overprotective. But I'm here to discuss the terms of your treaty, and I hope our people will be able to help each other in this time of crisis. Lay out your terms, and I shall share my proposal, as well."
The traditional route of the Zoras, a primary reason that Circe had chosen a bend in a river. At it's peak, the river narrowed out far too much for large troops, and it gave Circe the precise vantage point to see her enemy--or potential ally--approaching. She was still a Zora after all, and she knew many of the tricks they kept. Which was why it was no surprise that the Zoran princess did not come alone, as requested. This had been planned for, almost wanted. Circe delighted in the idea of these guards being witnesses to a plan long in the making and all but falling into the witches' hands.
A silver eyebrow raises as Cetus emerges from the water, trident in hand, but alone above the surface of the water. Excellent, Circe thinks to herself, smiling cordially at the princess and bowing her head politely.
"Your Highness, of course they are worried for you. You are their ruling monarch, and as such will do everything to maintain your safety. A precise reason we are here. But first," she pauses in her statement and her gaze shifts over Cetus' shoulder to where the guards sit in the water, waiting back as instructed. "A reminder that I did politely request your appearance solo, so as to make sure we are not interrupted," she continues and her golden eyes seem to flicker in the daylight as she raises a hand casually. The sound of lightning breaks the air, followed by the sound of water sizzling as a ring of lightning surrounds the guards in the water, small bolts of it striking at them as Circe lowers her arm.
"We are not to be toyed with, Your Highness." Circe purrs, eyes lowering back to the princess. "Now, as I was saying. His Majesty Eleazar has something you seek, and we do not seek to destroy your home needlessly. So, we offer a trade, you marry Eleazar and become Queen Consort of Hyrule, we ally the Hylian Zora and Hyrule itself and you retain your beastie."
